Ebay has many ways of protecting the buyer:
The Ebay Fraud Protection Program covers every eBay transaction at no additional cost. If you paid for an item and didn?t receive it, or it was misrepresented in the description, Ebay will reimburse buyers up to $200 minus $25 to cover their costs.
The Safe Harbor Department constantly monitors transactions on Ebay. If necessary they resolve issues related to fraud, trading offenses, and illegally listed items.
In most cases a buyer can work out a dispute directly with the Seller. If not, the eBay Square Trade department will help to resolve disputes quickly and fairly by acting as a mediator.

Once the seller files an Unpaid Item dispute, eBay sends the buyer an email notification concerning the dispute. They are given several options to communicate to the seller such as I want to pay now-simply paying for the item will close the dispute. eBay will do everything they can to help you settle the dispute.
